IT Healthcare Consultant - Software Engineer - Con, Columbia, SC, USA

Scope of the Project:

This project aims to extend the functionality of the States SLR to meet the requirements for Meaningful Use data collection for Year 2. The development and testing must ensure release before January 1, 2012. Clemson Universitys Medicaid Information Technology Services (MITS) team manages the development and operation of systems for the States Department of Health and Human Services (SCDHHS), overseeing this project.

Daily Duties / Responsibilities:

The Software Engineer will assess, design, develop, and implement the States SLR for Meaningful Use, Year 2, working as part of a small development team under Clemsons technical project manager for new technology development.

Required Skills (Ranked in order of importance):

• Experience developing enterprise-level Web applications in Microsofts .NET environment (Visual Studio, C#, SQL Server)
• Proven experience coding Web applications
• Experience with State or National Level Repositories (SLR/NLR)
• Ability to identify opportunities for process improvement through application support
• Assessment skills for current solutions and available solutions from other State efforts, to develop cost-effective plans
• Understanding of modern/agile IT development lifecycle processes including development and testing
• Excellent written and oral communication skills for interacting with managers, leadership, developers, and system administrators
• Ability to engage effectively with people and organizations continuously

Preferred Skills (Ranked in order of importance):

• Knowledge of healthcare and insurance principles and processes
• Experience with Medicaid eligibility systems/business operations
• Experience with Medicaid Management Information System (MMIS)
• Experience in Medicaid operations
• Experience in public sector or academic environments

Required Education & Experience:

• Bachelors degree in a technical, business, or related field; Masters degree preferred; 7+ years of demonstrated experience

Required Certifications: None required; Microsoft .NET/SQL Server or related Microsoft Technology Certifications preferred.
