1. EDUCATION :
Completion of a bachelor’s degree in social work, social services, sociology, psychology, criminal justice, behavioral health, public health, human services, human or child development, education or a closely related field at an accredited college or university;
Physical & Medical Requirements
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class, if required by work assignment.
Ability to physically restrain youths using medically reviewed and recognized Emergency Physical Safety Intervention ( EPSI ) techniques in order to maintain safety and security of self and residents until assistance arrives for Philadelphia Juvenile Justice Services Center positions only.
Ability to escort residents throughout the facility including corridors, and climbing up and down stairs as required for Philadelphia Juvenile Justice Services Center positions only.
Required Licenses & Certifications
Possession of a valid proper class motor vehicle operator’s license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Social Work Services Manager 2, if required by work assignment.
Note: This is not a licensed social worker position. Department of Human Services Positions Only Possession of Development of Trainer ( DOT ) certification by the Pennsylvania Child Welfare Resource Center coordinated through DHS university is required during tenure of employment as a Social Work Services Manager 2 for employees in the Learning Specialist and Practice Coach assignments. Only an on-line application will be accepted for this exam. Paper applications will not be accepted. Computers are available in the 3-1-1 Walk-In Center located in Room 167 of City Hall (Weekdays from 9 AM to 5 PM) and at your local Philadelphia Free Library branch. ELIGIBLE LIST
LEGACY PREFERENCE – The children and grandchildren of Philadelphia Firefighters or Police Officers who were killed or died in the line of duty shall be accorded a preference in open competitive civil service entrance examinations. Candidates must provide documented proof of relationship to the deceased parent or grandparent AND the death certificate of the deceased parent or grandparent. Candidates who qualify for this preference and pass open competitive civil service examinations shall have ten (10) points added to their final score.
NATIONAL VOLUNTEER SERVICE PREFERENCE – Up to 5 additional points will be added to the examination score of any candidate who has passed the open competitive examination and who has:
1 point added to their final score if they have completed 450 Hours of the above service.
For exams announced after May 1, 2023, excluding Police and Fire entry level exams, candidates who successfully pass the open-competitive examination shall have up to 5 points added to their final score in accordance with Regulation 9.0670.
Only those competitors who have a passing grade in an all parts of the examination shall receive additional credits to which they may be entitled. The following requirements must be satisfied for a candidate to receive additional credits for examinations.
1. Candidates must have completed and graduated from a career technical education ( CTE ) program of the School District of Philadelphia during the three-year period immediately preceding the examination announcement open date.2. Candidates may claim the additional credit at any time after the date that the examination is announced until 30 days after the Established List of Candidates is approved by the Director or his/her designee.
3. If the 5 additional points from the CTE preference would rank a CTE graduate above a veteran, additional points shall be applied to the CTE candidate’s passing score to rank them directly below the veteran.
4. Candidates must submit adequate documentation including high school transcript with completion of CTE Program as required by the Office of Human Resources.
Candidates for Bilingual Specialty
When a single examination is announced to fill positions both in the bilingual specialty of a class and in another specialty of the same class, all candidates must take and pass all weighted parts of the same examination. All candidates who pass the weighted parts of the examination will be placed on the combined eligible list and will be eligible to fill positions in the specialty that does not require fluency in a Non-English language or in American Sign Language.
Projected Exam Date
Training and Experience Evaluation – Applicants will be evaluated and scored based upon their training and experience credentials. Applicants will not be asked to appear to take a scheduled examination.
Scores in the Training and Experience Evaluation will be based on documentation of education and experience provided by the candidate. To receive full credit for your education and experience, you should submit all relevant documentation including college transcripts, licenses, certifications, paid out of class documentation, etc. and provide a detailed description of your education, experience, and credentials.
An Eligible List is planned for the week of January 29, 2024 for the 4th holding. Please note that this date may change.Test Review
In accordance with Civil Service Regulation 9.091D, candidates may review their answer sheets and other test papers to determine if they have been scored correctly or if there has been an irregularity in the administration of the examination.
