Description of Work Unit
This work unit supports the operational, strategic, and communications needs of the CSU System administration, including the Office of the Chancellor and the CSU System Board of Governors.
Position Summary
This is a full-time, administrative professional position reporting to the Vice Chancellor for Administration and Government Relations. This position lobbies on behalf of the CSU System and its campuses and supports the governmental relations activities of the CSU System. This person works closely with campus partners on all aspects of government relations, including bill tracking, processes, and preparation for the legislative session. The Advisor for Government Relations and Policy Analyst executes the Systems legislative strategy, in close coordination with the Vice Chancellor. Duties include lobbying, relationship-building, research, drafting of high-level memos and briefs for senior leadership and state policymakers, development of appropriate forms and processes, directing the scheduling of System leaders for testifying at key hearings, coordination with contract lobbyists at the state level, regular interface with the federal lobbying team, and ensuring campus and System leaders are well-informed, trained, and prepared on all relevant processes and procedures.
Required Job Qualifications
+ Minimum of 2 years legislative lobbying experience and 5 years professional experience in related field
+ Strong knowledge of and familiarity with the Colorado General Assembly.
+ Excellent written and oral communication skills.
+ Demonstrated critical thinking, analytic, and decision-making skills.
+ Ability to work independently, with minimal supervision, and as part of a team with the Chancellor, Vice Chancellor, campus presidents, and senior System leadership.
+ Exercises sound, independent judgment and decision making, including in situations that are non-routine and have the potential for significant impact on higher education and the CSU System.
+ Ability to interpret and explain complex legislative issues, bills, and developments to senior leadership and the Board of Governors.
+ Ability to devise strategy and resolutions to complex issues with long-term impact.
+ Bachelors degree in a related field, such as political science, communications, pre-law, business, etc.
Preferred Job Qualifications
+ Experience with and knowledge of Higher Education in the state of Colorado.
+ Experience in lobbying with the Colorado General Assembly.
+ Knowledge of educational institutions operations, related laws, regulations, public policies, and business and administrative practices.
+ Demonstrated commitment to collegiality and working as part of a fast-paced, multifunctional, diverse team.
+ Demonstrated commitment to a learning mindset.
+ Public policy research experience with taxation and budgeting familiarity.

+ Assist in coordinating and directing the work of the state lobbying team on behalf of the System.
+ Serve as a lobbyist at the State Capitol during parts of the legislative session
+ Execute strategies and approaches for working with other governmental entities to advance the CSU System and its campuses.
+ Host and plan elected officials and VIPs visits to campuses.
+ Facilitate State Legislative relations and bill tracking, including monitoring and analyzing legislative proposals and activities, providing strategic guidance on special bills that impact the CSU System, and guiding the campuses on how best to provide input and assessment of bills.
+ Coordinate with the Director of Budget and Finance, who manages the fiscal note process.
+ Participate & provide leadership on issues of system concern
+ Maintain strong staff-to-staff relationships with Colorados federal delegation.
+ Monitor state legislative and regulatory activities
+ Lead the CSU Systems engagement with the City of Denver, including fostering a positive working relationship with the City and its officials.
+ Collaborate with campus leadership teams around their government relations priorities and visits to campus by federal and state representatives.
+ Maintain strong relationships with Colorado lawmakers and their staff members.
+ Advise on correspondence with state and federal officials.
+ Plan and execute Founders Day/ CSU Day activities at the Capitol.

+ Ensure System leaders are appropriately scheduled for key testimony opportunities and fully briefed beforehand.
+ Conduct research at the request of the Vice Chancellor and other System leaders.
+ Prepare post-session summaries for the Chancellor, Vice Chancellor, Board of Governors and campus leadership.
